Rank isnt a huge factor for selection in IITK. It's just that someone might had an excellent interview.
You should be applying for PhD at a university abroad (through your current GATE score) as well.
Yes you can give another shot to GATE, but grab an IIT if you get one this time only.

Hi Rob,
Congrats for your achievement! This is a really nice Score. Anything above 600 makes you eligible for most of the IITs.
Except for Biotech/Biomed departments of IIT Delhi and IIT Bombay, you should get calls from all IITs for screening. If they get lenient, who knows you might get calls from IIT Delhi and Bombay as well. So, apply for all of them.
If interested, you can apply for chemical engineering department of IIT Delhi (will definitely get a call). And same goes for Center for Environmental Sciences IITB.
