Well you will need a qualifying exam first of all, it can either be GATE or GRE. Better appear for both. And since NUS has a minimal requirement of just 90 percentile in GATE, you shouldn't find it difficult to achieve the same. There is ample time to prepare for GATE, I am sure you will be able to crack it up!
And about the publications (that's not at all a limitation). Yes they add a shine to your profile, but very few students applying for NUS have publications to support their profile(s). It's the interview that decides the fate which is all dependent upon your technical know how and general aptitude towards research.
Your recommendations have a great impact on the application, so ensure that you get good recommendations.
Your profile overall is great (no hiccups on that part).
As I suggest other candidates too, do contact a prof in NUS expressing your interest in doing research under his guidance.
For now, focus on GATE/GRE/Recommendations.
